Substantial Compliance is a group of ex U.S. Coast Guard and Public Health marine inspectors dedicated to providing assistance for owners, shipyards, and operators of cruise ships which want to embark passengers in the United States.  The group is lead by Mark Hyde a Senior Marine Surveyor. During his time in the U.S. Coast Guard he led and conducted 27 initial passenger vessel examinations for the United States.  This included some of the largest cruise vessels in the world.  With over thirty years experience in inspections, including survival systems and passenger vessels he has worked with all the major cruise companies and cruise ship construction yards in the world.  He is an expert in U.S. domestic as well as international vessel inspection regulations along with proven ability to lead, train, and supervise personnel to accomplish job objectives.
